Rivian recently announced a conditional commitment from the federal government for a loan of up to $6.6 billion under the Department of Energy’s (DOE) Advanced Technology Vehicle Manufacturing (ATVM) program.
The loan, if finalized, will support the construction of Rivian’s second assembly plant in Georgia, near Atlanta. The Georgia plant, originally set to open in 2024, has been delayed to 2028 due to paused construction.

Rivian’s plan includes two phases of construction, aiming for an annual production capacity of 400,000 vehicles once completed. The first phase is expected to be finished by 2028, creating around 7,500 jobs in Georgia by 2030.
The DOE loan will also support the production of Rivian’s mid-size platform for the R2 electric SUV and R3 and R3X hatchbacks. R2 production is set to begin in 2026 at the Illinois factory.

To secure the loan, Rivian must meet certain conditions, including not opposing unionization efforts. The ATVM loan program, established in 2007, has supported various automotive projects in the past.
