Quebec Takes Steps Towards Developing Canadian-Owned Satellite System
Quebec has been at the forefront of bringing high-speed internet to remote areas by signing a $130 million deal with Elon Musk’s Starlink three years before Ontario. However, the province is now looking to reduce its reliance on Musk’s network by developing a Canadian-owned satellite system.
Gilles Bélanger, Quebec’s lead on connectivity projects, recently stated that the province is exploring the possibility of creating its own satellite network to address the issue of connectivity in hard-to-reach areas. While Quebec acknowledges the need for reliable satellite launchers, it currently lacks the infrastructure to launch satellites on its own and would still need to rely on companies like SpaceX.
The current deal with Starlink is set to expire in June, prompting Quebec to decide whether to renew subsidies for rural internet or seek refunds on unused funds. While Starlink has provided a quick solution for approximately 10,000 homes in remote locations, Bélanger emphasized that fiber optic remains the preferred long-term solution, despite the high cost of approximately $100,000 per household in remote areas.
In contrast to Ontario, which recently canceled its $100 million Starlink deal due to political tensions, Quebec is taking a different approach to ensure continuity in its connectivity projects. The province is exploring alternatives and looking towards Canadian companies like MDA Space and Telesat to potentially build a homegrown satellite network.
Bélanger highlighted the importance of “connectivity sovereignty” to avoid depending on foreign companies in the future. He also expressed concerns about relying too heavily on one company, such as Musk’s Starlink, which is expanding its services to include direct-to-cell service, posing potential risks to telecommunications security and data privacy.
While Starlink currently remains Quebec’s best option for remote internet, the province is committed to pursuing a more independent approach to ensure its long-term connectivity needs are met. By exploring the development of a Canadian-owned satellite system, Quebec aims to achieve greater control over its telecommunications infrastructure and reduce its dependence on external providers.
